Background / General description:
The Multilateral Investment Guarantee Agency (MIGA), or the “Agency,” was established in 1988, as the fifth and most recently created member of the World Bank Group. The Agency’s mission is to promote foreign direct investment (“FDI”) into developing countries, to support sustainable economic growth, reduce poverty and improve people’s lives. To this end, MIGA’s core business is the provision of political risk insurance (“PRI”) and sovereign / sub-sovereign credit enhancement guarantees in support of cross-border investments by private investors and lenders into MIGA’s developing member countries.
MIGA also has the mandate to conduct complementary activities such as dispute resolution and knowledge services to support productive FDI. MIGA is committed to promoting projects that promise a strong development impact and are economically, environmentally, and socially sustainable. The Agency is also dedicated to working with governments that are committed to policies and actions that improve their countries’ investment climates.
MIGA has supported more than 700 projects since its inception. In the FY15-17 period, MIGA aims to optimize the opportunities presented by its expanded product line (PRI and credit enhancement products) and its broader client base (equity investors, lenders, and capital market investors) by focusing on strengthening its new business origination capabilities, enhancing the credit analysis capability in respect of state owned enterprises and implementing other complementary initiatives that will enhance its financial sustainability. MIGA expects to grow its business by 10% CAGR during the FY15-17 period, split between traditional PRI products and the more recently introduced credit enhancement products.
In an effort to identify project opportunities for MIGA as related to foreign investment flows from Korea, MIGA’s Guarantee Operations Group (MIGOP) is currently looking for a Senior Underwriter/Chief Country Representative to be based in Incheon, the WBG’s Korea Office in Incheon, Republic of Korea. S/he will be part of the Operations Group, reporting to the DC-based Director of Operations,

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
Duties and Accountabilities:
The successful candidate will:
1. Serve as MIGA’s Chief Representative to Korea, with a primary responsibility for maintaining strong working relationships with relevant Korean ministries such as Ministry of Strategy and Finance, Ministry of Trade, Industry and Energy, and Ministry of Land, Infrastructure and Transport so as to facilitate cooperation, participation in overseas investment-related events, and exchange of information, when appropriate;
2. Build on a strong project pipeline for MIGA risk covers and follow up on project leads generated in Korea by MIGA missions, AND where appropriate, lead the guarantee underwriting work for Korea sourced opportunities;
3. Develop a strong client base among companies (including chaebols) and banks involved in Korean outward investment activities through an extensive outreach program, with the objective to establish long-term client relationships and a strong project pipeline;
4. Develop strong institutional partnerships with relevant Korean financial institutions such as Korea EXIM Bank, KSURE, Korea Development Bank, etc., to identify Korean investors and specific Korean overseas investment projects where MIGA risk covers could add value;
5. Participate in business development and training activities in Korea both with MIGA staff and on an individual basis. Such activities should be in coordination with the DC-based Sector Teams;
6. Identify overseas investment-related conferences or forums that may be appropriate for MIGA participation. Contribute to any other business development initiatives as agreed with MIGA VP & COO, and Director of Operations;
7. Assist in the formulation, monitoring and updating of MIGA Korea strategy, working in conjunction with MIGA HQ-based Sector Teams and Underwriters and Country Management Units of the World Bank and IFC;
8. Assist in the development and dissemination of Asia region-specific market intelligence and MIGA priority sector insights;
9. Work with MIGA staff to facilitate mission travels to Korea. Examples of specific activities to be undertaken include identifying appropriate counterparts, arranging appointments with representatives of the private and public sectors, and provide general local support to visiting MIGA colleagues
Selection Criteria:
• MBA or Master Degree in Economics, Finance, International Business or related field;
• A minimum of 8-10 years of PRI / project investment risk underwriting, technical corporate / structured / project finance, commercial / investment banking, part of which secured in Korea;
• Knowledge of FDI and South-South investment as well as Korean outward investments, with strong local industry and government network is desirable;
• Knowledge of / experience with MIGA and its investment guarantee products, and underwriting process is highly desired;
• Sound knowledge of business, accounting, contractual and corporate financial practices and policies;
• Excellent financial, credit and political risk analysis skills;
• Strong ability for marketing and business development, and sound business judgment in identifying potential partners and investment opportunities;
• Ability to interact directly and independently with the senior management of potential clients, of financial and technical partners as well as senior government officials;
• Excellent organizational skills, a strong sense of initiative, resourcefulness, and the ability to work effectively under minimal supervision;
• Fluency in spoken and written English; and fluency in Korean is essential
